CLEVELAND, April 28 -- The second gala fund-raising concert for Senator George McGovern's Presidential campaign arranged by Warren Beatty, the actor, sold out the 14,000-seat Cleveland Arena tonight and was expected to net about $709,000. The singers Joni Mitchell, Paul Simon and James Taylor were the main attractions.

Pressing the industrial theme of his Ohio campaign, Senator McGovern toured the Otis elevator plant in Cleveland and the Youngstown Sheet and Tube mills this morning.

In a statement from his Cleveland headquarters Mr. McGovern said the International Telephone and Telegraph Corporation would end up charging American taxpayers, through the Government-aided Overseas Private Investment Corporation, for holdings that the Chilean Government has recently expropriated.
